The Working of Express Entry System-
Express Entry is the application or filing management system for three Canadian immigration programs: the Canadian Experience Class, the Federal Skilled Worker Program, and the Federal Skilled Trades Program. PNP candidates in the Express Entry pool have already qualified for one of these programs.
Express Entry uses a points-based system, the Comprehensive Ranking System (CRS), to rank candidates’ profiles. The Canada PR score Calculator is used to mark the scores of different candidates. The Current Situation-
Due to Covid-19, the immigration situation through express entry is halted. With the travelling restrictions all over the world, it has been difficult to manage the draws and the express entry. But still the authorities are working their best to manage the immigration process. Currently, a draw took place as the first Express Entry draw of the year, 2022. Under this IRCC invited only PNP candidates to apply for permanent residence.
Canada has started the new year by inviting 392 Express Entry candidates to apply for permanent residence. Lately, in the January 5 draw, Immigration, Refugees and Citizenship Canada (IRCC) only invited Provincial Nominee Program (PNP) candidates. The Comprehensive Ranking System (CRS) score cutoff went up to 808. The candidates who were under PNP candidates get an additional 600 points added to their score when they receive their nomination, which is why the score seems high compared to other invitation rounds.
IRCC has only been holding PNP draws since September. As per the IRCC has been focusing on PNP candidates as immigration officers it is a process to clear the backlog in applications. The immigration department wants to cut Express Entry backlogs in at least half before inviting candidates from other programs.
The Canadian government has been planning to make changes to Express Entry this year. In the year 2021 federal budget, the Liberal government proposed. Now more flexibility is introduced with Express Entry candidates that meet Canada’s labour market needs. Prime Minister Justin Trudeau asked Immigration Minister Sean Fraser in a mandate letter to expand permanent residence pathways for international students and temporary foreign workers via Express Entry. Another important change is coming forward that the Express Entry-eligible occupations may change when the new Training, Education, Experience and Responsibilities (TEER) system comes into effect, and replaces the current National Occupational Classification (NOC) skill levels. For now, Express Entry only recognizes work experience from NOC 0, A, and B occupations. This type of classification will be changed when TEER comes into force in late 2022.
Canada only held program-specific Express Entry draws for PNP and Canadian Experience Class (CEC) candidates last year. Due to the pandemic situation it was the first year in the history of Express Entry that no Federal Skilled Worker Program candidate was invited to apply. Before Covid-19, FSWP candidates were the main source of Express Entry immigrants.
Generally, FSWP candidates are those applying from outside of the country, compared to PNP or CEC candidates. Last year, IRCC was more interested in admitting applicants who were already in Canada due to travel restrictions. CEC candidates are most likely to be in Canada already, since they are required to have at least one year of Canadian work experience. PNP candidates are already nominated for immigration by the provinces. Hence they were preferred.
